The U.S. Army Corps of Engineers New England District invites everyone to the first public meeting of the Ninigret Restoration Advisory Board.

As Acting Administrator of the General Services Administration, Goulding had the task of disposing of 604 acres on the shore of Ninigret Pond that, from 1942 until the early 1970s, had been the Charlestown Naval Auxiliary Landing Field. “Such use is not to be inconsistent with the use of the other 367 acres transferred to the Department of the Interior and the Environmental Protection Agency.”

The Charlestown Town Council has approved its $39.5-million plan for the development of Ninigret Park. The “Ninigret Park Utilization Plan Update 2025” is a long-term strategy or blueprint and will serve as a guide for decision-making and future development, according to a statement by the Town Council at the front of the plan document. With the adoption of the Utilization Plan, the Town Council is now turning its attention to its implementation.

Shortly after the New Year representatives from the US Army Corps held a meeting at the Kettle Pond Visitor Center to provide an overview of its investigation and cleanup efforts and to gather feedback on how it can better inform the community about the current cleanup projects in Ninigret Park and Ninigret National Wildlife Refuge.

Ninigret Park’s history as a former military site necessitates careful management to ensure public safety and environmental integrity. Charlestown must collaborate with federal and state agencies, particularly the U.S. Army Corps of Engineers and RIDEM, before initiating any changes within the park. This collaboration is essential to maintain ongoing remediation efforts and to prevent the town from incurring significant liabilities.

The U.S. Army Corps of Engineers is actively investigating the former Charlestown Naval Auxiliary Landing Field (CNALF) under the Defense Environmental Restoration Program as a Formerly Used Defense Site (FUDS). CNALF is currently Ninigret Park and Ninigret National Wildlife Refuge in Charlestown. A Restoration Advisory Board (RAB) is one of many methods USACE may use to facilitate public participation. Claims of “misinformation” are sometimes misinformation in themselves and that is the case with the claim that CCA is spreading misinformation about a “stadium”. A search this week of our entire website revealed that in over 1,000 posts and pages, 1,400 comments, and 1,600 media files there is only one instance of the word “stadium” and that is in a 2012 letter from the National Park Service.

What: “A Small Town’s Brush with Nuclear Power”, presentation by Journalist Brian Mitchell who was hired as the first editor of the Chariho Times in 1977, when plans to build a nuclear power plant in Charlestown were well underway. Brian will recount the story of reporting on this controversial proposal.

The Town just released the final Ninigret Park Master Plan. Missing from the final version, dated March 4, 2024, is the page detailing the $33 Million cost to execute the plan. These cost estimates are available in the December 22, 2023, draft of the Ninigret Park Master Plan that was reviewed by the Parks and Recreation Commission. We have included the missing cost estimates in this post.

The Army Corps is investigating areas of Ninigret Park and the National Wildlife Refuge to understand the nature and extent of chemicals of potential concern and munitions and explosives of concern relating to former Department of Defense operations at the Charlestown Naval Auxiliary Landing Field. The purpose of this MOU is to establish a framework of cooperation between the Town and the Refuge in regards to management of natural resources in the Park to meet the intent that these lands be managed in a manner consistent with the Refuge while facilitating the development of the Park for the benefit of the public.

On the agenda at the December 13 Town Council meeting is a renewal of the Memorandum Of Understanding (MOU) between the Town of Charlestown and the U.S. Fish and Wildlife Service (USFWS) Ninigret National Wildlife Refuge. Ninigret Park is on land that was part of a WW II-era naval air training base. The base closed in the early 1970s. Approximately 380 acres became the USFWS’s Ninigret National Wildlife Refuge and the remaining 230 acres became Ninigret Park, owned by the town.

Per- and polyfluoroalkyl substances (PFAS) are a group of man-made chemicals that have been manufactured and used in a variety of industries since the 1940s. There is evidence that exposure to PFAS can lead to adverse human health effects. High PFAS levels are often found at former military sites like Ninigret Park. The wells with elevated PFAS are not used for drinking water.
