At the May 9 Charlestown Town Council meeting, Councilors Carney and Klinger declined to support the expenditure of $4,750 to fund a real estate appraisal to determine the fair market value of this property. DEM awarded a $400,000.00 Natural Heritage Grant towards the purchase in March. An appraisal is needed before the project can move forward.

The pandemic delayed Jan’s memorial service, but it can now take place and we hope anyone who remembers Jan will try to make the trip to Dedham to share in his memory.
Congratulations to all who have participated. You all have done something positive for your neighbors, neighborhoods, and the town as a whole. The level of commitment to keeping Charlestown beautiful is one of the most admirable aspects of living here. We are a community that cares about our neighborhoods. There is a lot to like about Charlestown and its community spirit is one of those things.
The map in this post shows the locations of extractive industries in Charlestown. These are operations removing sand, gravel or rock. Charlestown will again conduct a roadside cleanup on Saturday, April 23. Every piece of litter is potentially a danger to wildlife. Every piece of litter is an eyesore. Every piece of litter says something about the careless habits of some drivers in Charlestown — and neighboring towns.
Saturday, April 9 was a great day to enjoy spring in New England – about 25 enthusiastic walkers, a couple of leashed dogs, lots of bird song, clear views of the Pawcatuck River and sun, were enjoyed. The walk was to introduce an initiative of Charlestown’s Parks and Recreation Commission of a trail in commemoration of Ellison “Tarzan” Brown.
Enforcement of Charlestown’s Zoning Ordinance and enforcement of state wetlands or air quality laws are driven by complaints. The town and state do not have staff that randomly check properties for violations. If you believe there is a violation of zoning, wetlands, or air quality laws, you will need to make a complaint. Providence Journal: From a dark corner of Charlestown, not far from the ocean, the view reaches millions of light years into space. The Frosty Drew Observatory & Sky Theatre’s new PlaneWave CDK600 telescope has already provided images of galaxies more than 55 million and 80 million light years away from Earth. “It’s the best telescope in Rhode Island that’s accessible to the public,” said Scott MacNeill, observatory director.
Chariho is a high-performing school system. It has excellent teachers. Its students perform very well on standardized tests. The parents are involved and committed to having the best educational benefits available for their children. Not passing the Chariho budget, which is totally in line with the cost of living, will not serve the children.
All community members and organizations are encouraged to plan free events – whether family friendly, recreational or restorative. Events can range from ecological, educational, cultural, musical, historical or artistic activities to hiking, cycling, canoe and kayak outings or even picnics and social gatherings that celebrate the Wild and Scenic Status of the Wood-Pawcatuck Waterways.
Since July 2021, when the The Northeast Corridor Commission released Connect NEC 2035, a 15-year development plan and planning process for the Northeast Rail Corridor, Charlestown’s Town Administrator has written to the Federal Railroad Administration (FRA) several times asking for information. Now seven months later, Charlestown has finally gotten a reply from the FRA, but not a lot of answers.
Land proposed for protection under the Natural Heritage grant program is scored for its protection of critical and uncommon habitat, its capability of supporting a diversity of habitats, its support for rare/endangered species, its close proximity to other protected land, its close proximity to a river or other water body, groundwater protection, and public access for passive recreation.
Rhode Island House Bill H 7531 makes our state’s most important forests and wildlife habitat, ineligible for incentives to develop renewable energy. It also defines preferred sites where renewable energy incentives should be focused. If adopted, this legislation would be a huge improvement of Rhode Island’s current renewable energy siting programs that are encouraging the clearing of many hundreds of acres of forest and wildlife habitat.
Council members passed two resolutions this week calling on action from the state as Charlestown joins a growing list of communities that are seeking to resurrect legislation first presented in 2016 that would let towns better regulate and monitor quarry activity. The resolutions, which were presented by councilor Bonnie Van Slyke and passed unanimously, take aim at addressing combinations of noise pollution, air pollution and nuisance abatement.
There have been innumerable complaints from residents living in wide-spread locations throughout Charlestown concerning commercial quarrying, extraction and earth and gravel removal operations at pre-existing nonconforming extraction operations currently operating in Town. This resolution seeks an amendment to the RI General Laws to allow the Town of Charlestown to regulate the extraction operations.
Charlestown Town Councilor Bonnie Van Slyke introduced the blasting resolution at the February 28 Town Council meeting. The resolution received the full support of the other Council members and was sent to Charlestown’s State Senators Dennis Algiere and Elaine Morgan and House Representative Blake Filippi, and to all Rhode Island Cities and Towns, all Rhode Island Legislators, Speakers of the House and Senate, the State Fire Marshall and the Governor seeking their consideration of and support for this Resolution.
The taxpayers of Charlestown can have confidence that $3 million of their hard-earned money is not missing and that their taxes have been spent as they authorized. Further, they can be assured that the town is well positioned to weather an emergency. Telling a tale about an accounting error that does not exist and implying that there is fraud that also does not exist in order to try to confuse some people to gain political advantage does the town a grave disservice.

Charlestown has little debt, a high level of savings, and a higher quality of life than most anywhere on the East Coast. When there is nothing to find fault with, a false scandal has to be manufactured. Using lies and smears to destroy local politicians is not an acceptable way to attempt to win an election, but in an age where fewer people read newspapers and with expanding access to social media, this is an effective way to mislead some people.
On February 14, the Charlestown Town Council adopted, on a 3 to 2 vote, the Fund Balance Policy that was recommended by the Charlestown Budget Commission. The purpose of this policy is to establish the recommended level of unassigned fund balance that is to be maintained in the General Fund for generally accepted accounting principles and budgetary requirements of the Town.
The purpose of this MOU is to establish a framework of cooperation between the Town and the Refuge in regards to management of natural resources in the Park to meet the intent that these lands be managed in a manner consistent with the Refuge while facilitating the development of the Park for the benefit of the public.

What: Charlestown Town Council member Bonnie Van Slyke has added a discussion and potential action regarding regulating the nuisance aspects of quarries that existed prior to zoning to include requesting the state legislature enact enabling legislation regarding quarrying and blasting to the February 28 Charlestown Town Council agenda.
“Charlestown Commons” was proposed as a mixed-use project on 8 acres of land at the corner of Rt. 1 and Falcone Lane, and consisting of retail, restaurant and residential. At the January meeting the Planning Commission Chair read a communication from the applicant explaining that the soil on the site would not support a septic system and was therefore “not a buildable lot given its soil conditions”.

Connecticut Governor Ned Lamont discussed accelerating investment in high-speed rail by leveraging the new federal funds provided by the Infrastructure Investment & Jobs Act at a meeting with Amtrak officials. A spokesperson for CT DOT said the meeting did not include a status update on the Old Saybrook to Kenyon bypass.
On February 14, the Charlestown Town Council will continue to consider adopting a written fund balance policy. The discussion has been continued so that all residents will have ample time to review and digest the issues involved. The question that such a fund balance policy would address is, how would Charlestown maintain financial stability over time and also have the capacity to recover from a major hurricane or other disaster?
A U.S. Department of Transportation “Providence to New Haven Capacity Planning Study” has some local officials wondering whether the original plan to run train tracks through sections of their town, and other Rhode Island and Connecticut towns, might not be dead after all.
A lock box on a home allows police, fire and rescue crews to quickly gain access to the home in the event of an emergency, saving critical time and perhaps damage to a home. The program is available to Charlestown residents who are 65 and older or who have special needs or a medical disability. It is free for residents to sign up.
