Narragansetts Attempt to Overturn Carcieri
WASHINGTON – As the RI General Assembly considered a statewide referendum on a proposed casino last week, tribal leaders from around the country were pressing Congress for action on a bill rooted in Rhode Island’s long-running dispute with the Narragansett Indians that could change the nature of the debate over tribal gambling nationwide.
Matthew Thomas, chief sachem of the Narragansetts, asserted that federal enactment of the so-called “Carcieri fix” legislation could allow his tribe to seek gambling rights under a separate federal law, without securing Rhode Island voter approval in a statewide referendum.
